Fulton names 5th candidate for county manager in 2 years

The Fulton County Board of Commissioners has designated Richard “Dick” Anderson, former chief operating officer at the board of governors of the Federal Reserve System and executive director of the Georgia Regional Transportation Authority, as the single finalist for the position of county manager.

Anderson was named Feb. 16 as the finalist to replace interim County Manager Patrick O’Connor, who went on a leave of absence Thursday because of a personnel matter.

Anderson has also had an extensive career in the telecommunications industry. County spokeswoman Jessica Corbitt said the board of commissioners could confirm his appointment as early as its March 4 meeting.

Thursday the county also announced the board of commissioners has asked Sharon Whitmore, interim finance director, to serve as interim county manager. O’Connor was hired in October to replace Dwight Ferrell, whose contract was terminated by the board of commissioners via a 4-2 vote. In August 2013 O’Connor was announced as a finalist for the job Ferrell got.

Fulton has had much turnover at the county manager position in the past two years, with Anderson becoming the fifth person to serve in an acting or permanent role in that time.

County Attorney R. David Ware served as interim county manager from January 2013 to October 2013. That month Ferrell started as interim county manager, and his appointment as permanent county manager was announced in September. But his contract was terminated six days before he was to start working on a permanent basis, following employees’ complaints that he disrespected them.

Ware replaced Zachary Williams, who served as county manager starting in 2008 and left Fulton at the end of 2012.
